In 2020, Belarus amended the law on foreign gratuitous aid. Belarus president's Decree No. 3 “On foreign gratuitous aid” of 25 May 2020 came into force on 27 August 2020.
In 2020, humanitarian cooperation efforts were focused on the clarification of the law, humanitarian projects.
Humanitarian projects in 2020 were mainly about the assistance to tackle the COVID-19 pandemic, to provide social support for citizens.
Last year Belarus received a total $91.04 million in foreign gratuitous aid as part of humanitarian cooperation to implement various humanitarian projects. Of it $45.32 million was provided in the form of financial assistance and $45.72 million in the form of goods. This represented a 9.4% increase over the previous year. Belarus maintained humanitarian cooperation with more than 60 countries.
The main donor countries in the reporting period were: the United States — $19.03 million, Switzerland — $14.81 million, Poland — $13.56 million, Germany — $11.1 million, China — $9.73 million, Austria — $4.48 million, and Russia — $4.41 million.
